The price of fuel before the discount, monthly fees, transaction fees, and where your drivers fill up can all affect how much you actually pay. For example, a card offering 40¢ off per gallon at a higher-priced truck stop could still cost more than a card offering just 5¢ off at a lower-priced gas station.

The cheapest fuel card is not necessarily the card with the biggest discount or the lowest monthly fee. What matters is how much you actually pay for fuel after discounts, rebates, and fuel card fees are taken into account.
Here are the most important things to consider when comparing cheap fuel cards.
Start by looking at how much the card costs to keep open. Some fuel cards have no monthly fees, while others charge per card or per account.
These fees are particularly important for smaller fleets. A $5 monthly card fee may be easy to offset if a vehicle purchases hundreds of gallons each month, but it could eliminate most of the savings for a vehicle that only purchases 50 gallons.
Compare the actual discounts or rebates available with each card and where those savings apply.
Pay attention to discounts advertised as "up to" a certain amount. A card offering up to 40¢ per gallon does not necessarily mean your fleet will save 40¢ on every gallon. The largest discounts may only be available at certain stations, in certain areas, or under specific conditions.
This is one of the most important factors to consider. A large fuel discount does not necessarily mean a low fuel price. For example:
A truck stop charging $4.40 per gallon with a 40¢ discount results in a final price of $4.00 per gallon, while a gas station charging $3.95 with a 5¢ rebate results in a final price of $3.90 per gallon. The first card offers eight times the discount, but you still pay 10¢ more per gallon.
Always compare the price you will actually pay after the discount instead of choosing a card based solely on the size of its advertised savings.
Some fuel cards have no out-of-network fees, while others charge $2, $3, or more per transaction. These fees can have a surprisingly large impact on smaller purchases. A $3 out-of-network fee on a 20-gallon fill-up effectively adds 15¢ per gallon to the cost of the fuel.
If your drivers regularly travel outside a card's discount network, these fees can quickly offset the savings.
Late fees should also be considered, although they don't matter if your business consistently pays its invoices on time. Some fuel cards have no late fee, while others charge a percentage of the outstanding balance, a minimum dollar amount, or both.
A 10% late payment fee on a $10,000 fuel bill is $1,000. A single large late fee can eliminate a significant portion of the savings generated by the card, so make sure you understand the payment terms before opening an account.
Look at where your drivers actually fuel rather than just the total number of stations in the card's network. A card accepted at thousands of locations is not necessarily useful if the stations offering its best discounts are not located along your normal routes.
The cheapest fuel card should give your drivers convenient access to competitively priced stations without requiring unnecessary detours.
Fuel volume can determine whether a card with fees is cheaper than a card without them.
For example, a $50 monthly fee spread across 500 gallons adds 10¢ per gallon to your effective fuel cost. The same $50 fee spread across 10,000 gallons adds only half a cent per gallon.
This is why a fuel card that is cheap for a large fleet may not be the cheapest option for a small business.
Ultimately, this is the number that matters most. When comparing fuel cards, use:
Actual fuel cost = Starting fuel price − discount or rebate + applicable fees per gallon
Looking at the final cost instead of just discounts or fees makes it much easier to determine which fuel card is actually cheapest for your business.
